Fire and Smoke Damage Restoration: Process and Cost Drivers

A kitchen fire that was out in two minutes can still produce a five-figure restoration bill, while a garage fire that burned for twenty can sometimes come in lower. The size of the flames is only one variable. What burned, how long it smoldered, how far the smoke traveled, and how much water the fire department used all matter as much as the fire itself, and they explain why fire and smoke restoration ranges from roughly $3,000 for a contained smoke-cleaning job to $40,000 or more once structural rebuild enters the picture.

What burned matters more than how big the fire was

Smoke is not one substance. The material that combusted determines the chemistry of the residue it leaves behind, and that chemistry determines the cleaning method, the labor hours, and a large share of your final cost. Restoration technicians certified through the IICRC (Institute of Inspection, Cleaning and Restoration Certification) as Fire and Smoke Restoration Technicians (FSRT) are trained to identify residue type before touching anything, because using the wrong method on the wrong soot can set stains permanently.

There is a fourth category worth knowing: fuel oil soot from a furnace puffback. It coats an entire home in fine, oily black film in seconds and is one of the most labor-intensive residues to remove even though nothing “burned” in the usual sense.

Protein fires are the classic trap. Homeowners look around, see no black soot, and assume they got lucky. Then the smell refuses to leave, because a nearly invisible protein film has coated every painted surface, cabinet interior, and fabric in the house. Cleaning it is slow, methodical wet work, room by room.

Wet smoke from smoldering synthetics is the most expensive residue per square foot. It bonds to surfaces, smears when wiped dry, and penetrates deep into porous materials. Dry smoke is the cheapest to remove, which is one reason two fires of identical size can differ enormously in cost.

Emergency stabilization: board-up, tarp, and water

Before any cleaning starts, the property has to be secured and stabilized. Expect the first invoice to include:

  • Board-up of broken windows and compromised doors, both for security and because your policy requires you to protect the property from further damage (the duty to mitigate)
  • Roof tarping over burn-through or holes cut by firefighters for ventilation
  • Water extraction and drying. Firefighting can put hundreds or thousands of gallons of water into a home. Restorers treat this as a water loss inside the fire loss: air movers (typically $25 to $45 per day each) and dehumidifiers ($60 to $125 per day) running through a 3 to 5 day dry-down. Deodorization: why airing it out fails

Smoke odor comes from microscopic particles lodged in porous materials plus odor gases absorbed into paint, wood, fabric, and insulation. Opening windows dilutes the air but does nothing about the source. Professional deodorization, often performed by an IICRC Odor Control Technician (OCT), uses several tools in sequence:

  • Thermal fogging heats a solvent-based deodorizer into an aerosol with a particle size similar to smoke, so it penetrates the same cracks, cavities, and pores the smoke did and neutralizes odor at the source.
  • Ozone generators produce O3, which oxidizes odor molecules. Ozone works quickly but the space must be completely unoccupied, with people, pets, and plants out, because ozone is a lung irritant and can degrade rubber and some plastics.
  • Hydroxyl generators use UV light to create hydroxyl radicals that break down odor compounds. They are slower than ozone but safe to run in occupied spaces, which matters when you are living in part of the house during the work.
  • Air scrubbers with HEPA and activated carbon filtration run continuously during cleaning to capture airborne particles and odor.
  • Sealing. Framing, subfloor, and sheathing that cannot be fully deodorized get coated with a shellac-based or oil-based stain-blocking primer before rebuild, locking remaining odor into the structure.

Pack-out and contents cleaning

On anything beyond a light smoke loss, your belongings usually leave the house. A pack-out means the crew inventories, photographs, boxes, and transports contents to a cleaning facility. There, hard goods run through ultrasonic cleaning tanks, textiles and soft goods go through specialized wash systems, and cleaned items sit in ozone or hydroxyl chambers for deodorization before climate-controlled storage.

Pack-outs are labor-intensive and itemized in detail, and on a heavy smoke loss the contents portion of the claim can rival the structural portion. A few things to know:

  • Contents fall under your policy’s personal property coverage, a separate bucket from the dwelling coverage that pays for the structure.
  • Items that cannot be economically restored go on a non-salvageable list with replacement values. Review this list carefully before signing off.
  • Electronics deserve special attention. Soot residue is acidic and corrodes circuit boards, so TVs and computers that look fine may fail weeks later. Specialty electronics restoration vendors can evaluate them, and it is worth insisting on that evaluation.

When rebuild, not cleaning, dominates the cost

Everything above is cleaning and mitigation. The jump from a $3,000 to $15,000 job to a $40,000-plus job almost always happens because the loss crosses into reconstruction:

  • Charred framing. Light surface char can sometimes be removed by soda or dry-ice blasting and then sealed. Structural members with real section loss must be sistered or replaced, often with an engineer’s sign-off.
  • Any room the flames actually touched typically needs drywall, insulation, and finishes stripped and replaced. Insulation is never cleaned; it holds odor and is cheap to replace, so out it goes.
  • Wiring and HVAC. Heat can damage wire insulation inside walls, and ductwork that carried smoke either gets professionally cleaned or replaced. Both add real money.
  • Kitchens. Because so many house fires start there, cabinet and appliance replacement is one of the most common cost drivers.
  • Code upgrades and permits. Rebuilding to current code can cost more than like-for-like replacement, which is what ordinance or law coverage on your policy exists for.

Smoke damage in rooms the fire never touched

This is the part of a fire loss that gets underestimated most often, by homeowners and sometimes by adjusters. Hot smoke rises and migrates toward cooler areas, and pressure differences drive it into wall cavities, closets, and behind furniture. Ionized soot particles chain together into “smoke webs” in corners and ceiling junctions that look like blackened cobwebs. A basement fire can leave the upstairs bedrooms with more visible smoke residue than the room next to the origin.

Time matters here. Soot residue is acidic, and within days it can permanently etch glass, tarnish metal fixtures, and yellow countertops and finishes in rooms far from the fire. Document every room with photos before cleaning starts, and make sure the estimate scopes the whole affected area, not just the burn room. FAQ

Can I clean smoke damage myself?

For a very small amount of dry soot in one room, careful work with a dry chemical sponge (never a wet rag) can help. But wiping soot with water or household cleaner drives it into the surface and can set the stain permanently, and protein and wet smoke residues are effectively DIY-proof. If the odor persists after your cleaning attempt, the residue is somewhere you have not found.
